Public works are not often thought of in terms of free-market profit. The revenues generated from toll roads, parking garages and the parking meters that are fought over at a crowded day at the beach are consistent streams of revenue for municipalities while they serve public needs. However, as an influx of budget deficits sweep the nation, the question of how many of these public works could be more profitable if they are handed over, in part or in whole, to a private entity, is one that more than a few politicians have asked.
