I Am The U.S. Government And I Have A Spending Problem

I am a chronic over-spender and haven't shown an ability to get my house in order for years. In fact, this year, I'll probably spend 20% more than I earn, which is the largest imbalance in my budget since 1945. I am admittedly bipolar, as the two sides of my brain can't agree on much these days, other than they dislike each other a lot and want to knock the stuffing out of one another in October 2012.
